Follow up:

Finally got Evan halshaw to pay up, and they used an ex BMW specialist which I would recommend to all you guys: JMF Motor Worx in Birmingham.

He has worked on many 1 series and immediately tested my vacuum pump and chain - advised them to change both. Excellent standards and has made the engine run way more smoother throughout the powerband, as this was a recent purchase for me I couldn't really feel how the engine should be in a normal 1 series.

The total cost was £1250 but not a single penny was paid from my pocket. The car was drive able before but the vacuum pump and timing chain replaced feels like a much newer car now. If you had similar symptoms like me (long startup times, spongey brakes, noisy chain) on a 118i I strongly suggest getting it checked. Error codes seem to predict an o2 sensor, so definitely be careful when getting a car diagnosed.
