Handbrake operation issue

I have an E81 123d. I understand the handbrake operates via a drum shoes type mechanism inside the rear hub, as opposed to acting on the rear disc caliper.

When operating normally the handbrake lever comes up 4 or 5 clicks, but randomly, sometimes the lever is coming up 9 or 10 clicks - this results in the shoes to binding, with the result massive heat build up and wear.

Any ideas the problem?

I don't understand why the drum shoes are binding? Does anyone have any photos of the setup?
Also, is the handbrake, cable or hydraulically operated?
