2008 M SPORT 2.0D E87 REMOTE UNLOCKING ISSUE

hi
can anyone help?
none of my remote keys lock/unlock the car, the dash button works all door locking/unlocking perfectly and the doors set on auto lock all work fine,
when lock/unlock pressed on remote fob the device attached to engine just below the air box moves the rod and then returns to same position?
what is this device attached to the engine is it associated with the remote lock/unlock?

The rod moving sounds like the wastegate actuator doing a self test which has no relation to remote locking.

its very odd?
i will get a pic of it in daylight.
i cannot see it been anything to do with the locking? but it operates each time i press unlock/lock on remote?

can i just ask?
if this is the wastegate actuator
is it suppose to self test when unlocking the car?

may the issue with non remote locking be the FRM3 fault? i have just read a post with similiar symptoms? thanks
